A Brief History of CRB Checks
DBS Checks still often get mislabelled as CRB Checks. But CRB Checks don’t actually exist anymore! In this article, we’ll look at the history of the CRB Check, how they relate to DBS Checks and anything else you could possibly need to know.
What was a CRB Check?
CRB is short for Criminal Records Bureau (CRB). A CRB Check was a criminal record check carried out by the CRB. These checks were the forerunners of DBS Checks. ese checks allowed employers to vet the criminal history of those in, or entering, positions of trust, particularly roles involving children and vulnerable adults.
When did CRB Checks start?
The groundwork for CRB Checks started in the late 90s when the government introduced mandatory criminal record checks on all people who worked with children. The Protection of Children Act 1999 was intended to prevent paedophiles from gaining employment in roles where they were near children. The Criminal Record Bureau was set up a few years later in 2002 and processed CRB Checks up until 2012.
When did CRB become the DBS?
The CRB was merged with the Independent Safeguarding Authority (ISA) in 2012, to form the Disclosure and Barring Service (DBS). The DBS combines the criminal record-checking function of the CRB with the barring function of the ISA. The DBS has been the governing body for criminal record and barring for the past 12 years.
How did this merger affect UK background checks?
The creation of the DBS streamlined the background check process, making it more efficient and comprehensive. Previously, employers had to navigate separate processes to access criminal records and barred list information. The DBS now offers Enhanced DBS Checks, which include checks against relevant barred lists, integrating the vetting process in a way that CRB and ISA checks separately couldn't achieve.
The DBS plays a critical role in safeguarding, extending its services beyond the initial scope of CRB checks. It offers several levels of checks, tailored to the nature of the role and its exposure to vulnerable groups. The DBS also maintains barred lists and makes decisions about who should be added or removed, ensuring individuals who pose a threat are unable to work with vulnerable groups.
Can I Apply For a CRB Check?
You can no longer legally apply for a CRB Check online. If you require a criminal record check as part of your employment, you need to complete an online DBS application to obtain either a Basic, Standard or Enhanced DBS Certificate.
Are CRB Certificates Still Valid?
CRB certificates are technically still valid as they have no expiry date. However, considering CRB Checks haven’t been available for over a decade, it is highly unlikely that an employer would accept a CRB Certificate. They would usually require you to conduct a new DBS Check. However, it is up to your employer to decide how regularly they want an update on your check.
